Manipur, one of the smallest of the 28 states in India, is seriously plagued by AIDS. Its situation is so dismal that it is one of only 6 states in India listed as having a "high prevalence" of AIDS. The first HIV-positive case was detected in 1990 and in the same year 961 people were found to be infected. By the end of November 2002, 14,638 people were determined to be HIV-positive. Churachandpur, which is one of the nine districts in Manipur, is has the highest rate of AIDS (based on percentages) in all of India.
Of the 200,000 people who live in Churachandpur, SHALOM (an NGO dealing with AIDS) reports that betwen 1995 and 2002, 452 people lost their lives due to AIDS. As a result, 249 children under the age of 15 years became orphans.
