Paul Billy graduated from Covenant Seminary in 1993 with an M.Div. and returned to India to pioneer the Reformed church planting ministry in southern India.

God enabled the planting of Bangalore Presbyterian Church in 1994 and Panruti Presbyterian Church in 2003. Teams are being prepared to plant three additional churches by 2008. Paul Billy and his father teach national pastors and evangelists who have no formal theological training.

Reaching out to the children living on the streets of Bangalore led the Arnolds to open a "drop in" facility and a home for the children.

Latest Report: (updated 8/13/2014)

Dear faithful friends and prayer partners,

Twenty six years ago when I came to Covenant Seminary I believed God was calling me to study to be equipped to return to India and serve in a teaching ministry that my father and his friends started at Rock Bible Centre. Through my life changing experience God blessed me with at Covenant seminary I understood and responded to God's call to return home and be a church planter. Through our long partnership and more recently joining hands with MTW God has blessed us to be a part of the starting of over 50 congregations which are now two presbyteries of the Presbyterian Church in India, (Reformed). Through the years I have helped Rock Bible Centre in teaching and leadership and for the past five years I have served as the President. Rock Bible Centre was started to teach people in the church the word of God and train men and women for gospel ministry in India, when our facilities are not hosting our trainings we offer the campus and its facilities as a conference and retreat facility for the church in India.

As I envision how God would have use this valuable ministry resource, the leadership is lead more and more to prepare the foundation for starting training church planters from 2015 for the more than 50,000 villages in India that are unchurched. Our vision is to train potential church planters from the congregations that that have been started and will start in the future in two 45 day sessions in February/March and October/November every year. We would like to invite you and your congregation to pray for the preparations that need to be made before we begin.

In April 2014 we were able to train our Teaching Elders in Bangalore and Chennai in Biblical Leadership. Our dear brother from ITEM, Rev. Will came and gave himself to our men, training them for 7 hours a day and then meeting with them and loving on them. His pastoral heart and experience enabled Him to answer challenging questions and plants seeds in their hearts that I am confident will sprout into servant leadership. Please pray with us for the continuing training we will have for the men in two of our presbyteries we want to continually train them as we seek for them to be better equipped for the great task of sharing the gospel in very challenging times that are coming upon us in India. Do praise God for men who come and invest in our lives and pray that more would come.

As I travel and meet with Teaching Elders in our two presbyteries I relayed back to our leadership what I was hearing from different people. More than once the need for us to equip our leaders in what God's word says on marriage and family life came up. We began as a leadership team meeting to plan and pray last October. God enabled us to organize a "Family in kingdom ministry" retreat for 8 of our leaders. 5 of us lead these sessions on God's glorious Purpose for marriage, Communicating in marriage, Husbands serve wives, Wives support husbands, Shepherding your child's heart, Family worship, Idols, crisis and success in ministry and Living in grace. The reports we got back from our pastors has been nothing short of thrilling. Our leaders have told me how blessed they are, some of them shared with me how much they have failed and how they long for God's enabling to be whom God calls them to be to their wife and children. Several have told me how supportive their spouses have become after learning God's word together as it relates to them serving in the kingdom. Please keep praying for these 8 families and the plans we are working on to have this material be taught to the rest of the TE and their spouses by those who have benefited by it.

In June I had the privilege attending the PCA's General Assembly in Houston. Alternating between meeting with friends and those interested in what God is doing in India I also had the privilege of attending seminars and sessions of GA. I benefitted greatly from being on the floor and listening to the proceedings. Icing on the cake meeting seminary mates, friends and partners with us.

As I close let me update you that our support is low and has been for some time now. We have even used some of Rock Bible Centre's reserves for our ministry expense in 2014. I want to request you to please consider partnering with us in two ways. Consider giving a one time gift to our support account or either increase or begin giving monthly. As a result of our support getting low we have been able to receive only our personal support in 2014 and not our ministry expenses. If God leads you to support His work with us please send these funds to "Presbyterian Mission International" marking them for "South India ministries" this will ensure that they are properly credited to supporting the work that God has called us to and is enabling us to do. Please know we are very grateful for your partnership. We are humbled by your love for us.

Shirley, the kids and I would love to hear from you.

For His Glory,

Paul Billy and Shirley Arnold
